It's an interesting, yet true, juxtaposition isn't it?
The thing that throws everyone I think is that it's not all about volume. If you dump a bucket of water on a pile of dry clothes, the stuff at the bottom probably won't get wet. Similarly, downpours don't refill the ground water. It needs to be sustained wet.
That and the amount we're lacking is a hell of a lot more than a single heavy shower can supply. A very wet April still isn't as wet as a normally wet December.
