It's yet another thing that sounds tough, will mess with people's lives and happiness, but doesn't actually reduce the numbers that much. Note that there's no investigation of whether the spouse can support themselves, can work; it's an automatic "You must be able to pay for your other half to have them" thing. Russian brides incorporated into law, perhaps?

Discussion of the general lack of non–white people in fantasy novels, and indeed lack of Italian-looking people playing Romans and Italians. Blames it largely on visual shortcuts, such as a red haired, befreckled boy being an earnest and reliable sidekick. Reminds me of Anansi Boys, where the majority of the main characters are black, and IIRC it mentions when a character is white, but not when they're black.
