The doctors peer? Really?

Okay, so Donna gave the doctor more of a hard time in the christmas special, and she may be going less "Gief DoctorLurve" than the trailer for the first episode suggested.
But 'treating him as her peer'? The fact that she's been doing little bar feel sorry for herself and look for him for over a year makes me doubt it. She got the "Get out of the rat race" kick up the arse, and then went on a package tour to Egypt and came home and did nothing. Rather than sorting out her own life by putting in the extended effort to find something new and interesting, she scrabbles around looking for the easy way out. What would she have done if he didn't come back? Gone back to the rat race? Become yet another conspiracy theorist like the Doctor theory guy Rose meets early in the first new series? Cause I can't see her shifting to something actually new and interesting all on her lonesome.
I think she may well be an interesting character, and if she keeps away from the romance and gives the Doctor a hard time, then she can bring something interesting and new. But I think lauding the character too much overlooks the flaws that are present. And I'm guessing that the series itself will ignore the interpretation of her actions as flawed.
